UMZIMVUBU LOCAL MUNICIPALITY CONDEMNS LAND INVASION IN KWABHACA AND
EMAXESIBENI

Umzimvubu Municipal Manager, Mr Tobela Nota, has warned those who invade land saying they are
making matters worse for the local municipality. This follows a large increase of unauthorised
occupations at Papanana Village in KwaBhaca and Santombe Village, EmaXesibeni.

Government has a constitutional duty to ensure – where required and with available resources – that
all citizens can enjoy their basic rights and further gain authorised access to land and housing. Where
large-scale invasions occur, government has a similar duty to assist private landowners to protect
their land.

Land Invasion refers to the unauthorised occupation of land, with the intention of establishing
dwellings / a settlement upon it. An invasion may be conducted by an individual or by a number of
households – but the nature of the problem and the measures required to deal with it are the same.
Umzimvubu Local Municipality therefore condemns this act and cautions those who have already
occupied land without permission to prepare themselves for harsh penalties and imminent evictions.

“Allow me to emphasise that no one has the right to invade land. This is a clear sign of disorder and
the violation of law. Those found wanting will unfortunately face the full might of the law with a possible
fine,” warned Mr Nota.

Residents are further urged to visit our Municipal offices for the ease to identify private land/property.
