CLLR NOMNGANGA ELECTED AS NEW COUNCIL SPEAKER
KwaBhaca – Cllr Nkosomzi Nomnganga has been elected as the new Council Speaker for
Umzimvubu Local Municipality.
The election of the new Speaker took place during a Special Council meeting held on the 1st August
2023 in KwaBhaca. The council proceedings for the election of the new Speaker were led by the
Accounting Officer, Mr Tobela Nota.
The election of the Speaker was done in accordance with Chapter 3 of the Local Government
Municipal Structures Act no, 1998 which states that each Municipal Council must have a
chairperson who will be called the speaker. At its first sitting after its election or when necessary
to fill a vacancy a Municipal Council must elect its Speaker from among the Councillors. The
Municipal Manager of the Municipality or if the Municipal Manager is not available a person
designated by the MEC for local government in the province, presides over the election of a
Speaker.
Upon accepting his new role, he added that it would be a daunting task, but he was prepared for
the journey ahead. He cited the importance of working together as a council to enable him to
execute his duties diligently.
The Honourable Mayor, Cllr Zukiswa Ndevu, congratulated him in his new role as the Speaker of
Council. She reiterated her trust in his capabilities given the experience in leadership positions.
All delegated functions and powers of the Speaker will be performed by the newly elected Speaker
effectively from the 1st August 2023. The Municipal Council wishes him well in his new position.
